The School Choice and Student Opportunity Act of 2015 provides charter schools a right of first refusal to any unused district buildings. Districts are required to report any buildings meeting the state's definition of "unused," and the Alabama State Department of Education maintains a list of all such buildings for the benefit of charter school applicants.
